UC MEXUS-CONACYT Fellowship Programs 2008

UC MEXUS – CONACYTMexican and UC Visiting Scholar Fellowshipsfor short- to long-term stays by Mexican researchers and scholars at UC campuses and UC faculty at Mexican academic institutions 2008-2009

Deadline for Receipt of Proposals: March 10, 2008

A program established under the 1997 UC-CONACYT Agreement of Cooperation in Higher Education and Research

New Program
The University of California Institute for Mexico and the United States (UC MEXUS) and Mexico’s National Council for Science and Technology (CONACYT) are pleased to announce the new Visiting Scholar Fellowship Program which will provide fellowships for Mexican and UC researchers and scholars who wish to conduct short- to long-term stays at UC campuses or Mexican institutions of higher education and/or research. This program combines the UC MEXUS-CONACYT Faculty and Sabbatical Fellowship programs offered in previous years.
The Visiting Scholar Fellowship program is designed to better meet the needs of UC and Mexican faculty and researchers. It continues to allow for faculty and sabbatical visits while also offering greater flexibility in the length of proposed stays. All of the resources previously dedicated to the Faculty and Sabbatical Fellowships have been combined to support this larger, more inclusive program.

The UC MEXUS-CONACYT Visiting Scholar Fellowship provides an opportunity for short- to long-term academic exchange between Mexican and UC researchers, and seeks to promote and further the academic careers of scientists and scholars through periods of research, scholarship, and training at UC campuses or at Mexican institutions of higher education or research. Fellows must spend their time teaching or in scientific or scholarly advancement in the natural, physical or social sciences, humanities, engineering, or computer science and developing collaborative research projects with the UC or Mexican faculty host. Stays should be utilized to develop or expand binational collaborations at the individual and/or institutional level. Applicants are encouraged to connect their proposed stays with projects submitted to the UC MEXUS-CONACYT Collaborative Grants Program competition. The program also seeks to support projects that include matching funds or support, either from the host campus or institution or from other funding sources.

Dependent on the pool of applicants, reviewer recommendations, and available funding, fellowships are offered with a preferred even division between Mexican and UC fellows. Fellowship residencies must last a minimum of three consecutive months (i.e., one academic quarter) or up to a maximum of twelve months. During this time, visiting scholars may propose diverse scholarly activities including research, teaching, writing, acquiring and/or sharing expertise.

Fellowships for UC researchers and faculty support stays at Mexican institutions of higher education and/or research, and fellowships for Mexican investigators and scholars support stays at UC campuses. Support for UC and Mexican visiting scholars includes a monthly payment of $4,000 for a maximum of twelve months. Departments hosting Mexican faculty will receive funds to administer directly from UC MEXUS. All fellows will receive $800.00 towards payment of health insurance from CONACYT, in accordance with CONACYT’s policies. UC MEXUS does not provide funding for health insurance, benefits, and required University contributions. Applicants are advised to discuss the distribution of their monthly payments with their host departments.

Visiting scholars are expected to qualify for paid leave of absence from their home institution. They must begin their residency no earlier than September 1, 2008. They must begin their stay within 90 days of the originally proposed starting date and complete their residency no later than within 12 months or less from that starting date. This program does not allow fellowships to be deferred to a subsequent academic year if the residency cannot be completed within the originally approved timeline.

Eligibility

Mexican applicants must meet CONACYT eligibility criteria, which specify that they must hold full-time academic/research appointments at a Mexican institution of higher education and/or research. They must also be registered in the National Register of Institutions and Scientific and Technological Institutes at level 1 or higher. They must have held an academic position at their home institution for at least three years prior to the publication of this Call and must indicate their intent to return to their home institution following the residency. Mexican applicants must be hosted by a UC faculty or researcher who meets the criteria under the UC Policy for Eligibility.

UC applicants must meet the criteria set forth under the same UC policy. UC fellows must be hosted by a Mexican faculty or researcher who holds a full-time academic/research appointment at Mexican institution of higher education and/or research registered in the National Register of Institutions and Scientific and Technological Institutes.
Applicants may connect their fellowships to projects submitted to the UC MEXUS-CONACYT Collaborative Grants competition. However, the fellowship proposal must be unique to this program and applicant, i.e., it may not be a copy of any proposal submitted to the collaborative grants program or by other fellowship applicants connected to the same research group.
All applicants must provide an invitation from the host institution to undertake a residency. UC and Mexican hosts should provide evidence of their responsibility in ensuring that they will integrate visiting scholars into the academic community by facilitating their participation in ongoing research, instruction, and contact with other researchers, faculty and students. They should indicate that their departments will provide fellows with access to appropriate research facilities, office space, equipment and communications, and additional funding where possible. Applications that include several sources of support apart from UC MEXUS-CONACYT are particularly encouraged.

Conditions
UC MEXUS-CONACYT visiting scholars will be expected to participate in a collaborative research project with a faculty researcher and/or teach or co-teach a course/seminar at the host institution, or advance their own professional training at their host’s institution, department, or campus. If applicants propose independent, non-collaborative research, they must show evidence of how this work will develop into a long-term collaboration or program with the host institution. During their tenure, fellows may be asked to participate in seminars, conferences and educational activities organized by UC MEXUS-CONACYT as part of this program.
Each fellowship is expected to result in the completion of the proposed work within the project period, and a final narrative report of activities must be submitted jointly by the fellow and host faculty member. Failure to do so will prevent the recipient from receiving additional awards from UC MEXUS-CONACYT programs. The support of UC MEXUS and CONACYT shall be acknowledged in proposals, publications, conference materials, exhibitions, videotapes, or other products of the grant. A copy of each such product must be provided to UC MEXUS as the Office of Record for the UC MEXUS-CONACYT visiting scholar fellowship program.

Submission of applications
Eligible Mexican or UC researchers must submit their applications using the electronic submission site, which will be open for submission starting November 12, 2007. The items required in a complete application set are listed below. Each of the items must be completed in order to submit the entire application on line.

Postdoctoral Research Fellowships UC MEXUS – CONACYT

University of California Institute for Mexico and the United States

Postdoctoral Research Fellowships
for Recent Mexican Ph.D.s at University of California Campuses
and for Recent UC Ph.D.s at Mexican Institutions
2008-2009

Deadline for Receipt of Proposals: March 10, 2008

A program established under the 1997 UC-CONACYT Agreement of Cooperation in Higher Education and Research

The University of California Institute for Mexico and the United States (UC MEXUS) and Mexico’s National Council for Science and Technology (CONACYT) are pleased to announce a joint program to support postdoctoral researchers at the University of California or at Mexican institutions of higher education or research.

The primary objective of this program is to advance academic scholarship by emerging Mexican researchers and UC scientists and scholars in the early stages of their careers, after obtaining their Ph.D. In addition, the program seeks to support existing or developing binational academic networks by enhancing collaborative research projects between UC and Mexican faculty and institutions through the innovative involvement and training of new researchers.

In keeping with these goals, postdoctoral applicants will be considered who will be actively participating in a research project or training program at the host UC campus or Mexican institution, with an emphasis on using the stay to advance their own academic and professional development as well as to solidify future binational research ties and networks. Applicants are encouraged to connect their proposed stays with projects submitted to the UC MEXUS-CONACYT Collaborative Grants Program competition. The program also seeks to support projects that include matching funds, either from the host campus or institution or from other funding sources.

Dependent on the pool of applicants, reviewer recommendations, and available funding, up to 18 fellowships are offered with a preferred even division between Mexican and UC postdoctoral researchers. Fellowships for Mexican postdoctoral researchers support training and research with a UC host faculty member in the natural, physical or social sciences, humanities, engineering, or computer science. Fellowships provide up to $34,000 for up to a 12-month period at any UC campus, research center, institute or laboratory.

Fellowships for UC postdoctoral scholars support training and research at a Mexican institution of higher education and/or research in the natural, physical or social sciences, humanities, engineering, or computer science. UC postdoctoral scholars conducting their postdoctoral stays in Mexico will receive up to $34,000 for up to a 12-month period.

UC MEXUS does not provide funding for health insurance, benefits, and required University contributions. CONACYT will provide support towards their portion of the cost of the postdoctoral scholar’s medical, dental, and vision premiums based on marital and dependent status and CONACYT maximum allowable guidelines. UC host departments are responsible for their portion of the Mexican postdoctoral scholar’s health insurance and benefits. Please see UC Academic Personnel Manual guidelines regarding the appointment of postdoctoral scholars at the University of California, and responsibility for the payment of health insurance and benefits.

Postdoctoral scholars may begin their residencies no earlier than September 1, 2008. They must begin their postdoctoral stay within 90 days of their originally proposed starting date and complete their stay no later than within 12 months or less from that date. This program does not allow fellowships to be deferred to a subsequent academic year if the residency cannot be completed within this timeline, and successful applicants may not apply for a second year of funding.

The postdoctoral fellowship is a full-time commitment at the host institution. Activities for all candidates should include scientific and academic development at the postdoctoral level, with the purpose of providing unique expertise for the applicant, increasing knowledge and access to new techniques and methodologies for the applicant’s future home institution, and/or to initiate a long-term program of research and collaboration between Mexican institutions and the University of California. Teaching and student assistance may be included, if appropriate for increasing academic ties, but the focus of the postdoctoral stay should be based on participation in a research project or program.

Eligibility
The applicant must earn their Ph.D. by April 4, 2008 in order to be eligible to apply for the postdoctoral fellowship. Applicants already holding the Ph.D. must have received their doctoral degree within two years prior to the publication of this Call. Mexican citizens who recently received a doctorate from a Mexican university program recognized by CONACYT may apply only for residencies at a UC campus and must be hosted by eligible UC faculty or researchers. (UC faculty or researchers may find the criteria for eligibility under the UC Policy for Eligibility to Submit Proposals.) Mexican citizens who received their doctorate outside of Mexico are not eligible. UC doctoral graduates may apply only for residencies at Mexican research institutions and must be hosted by a Mexican faculty member or researcher who holds a full-time academic/research appointment in a Mexican institution of higher education and/or research. (Mexican students previously supported by UC MEXUS-CONACYT under the cost-sharing program are not eligible for this program.)

Applications are particularly sought for residencies at Mexico’s state universities, research institutes or centers located outside of Mexico City that are registered in the National Register of Institutions and Scientific and Technological Institutes (RENIECYT).

UC and Mexican hosts should provide evidence of their responsibility in ensuring that they will integrate the postdoctoral scholars into the academic community by facilitating their participation in research, instruction, and contact with other researchers, faculty and students. They should indicate that their departments will provide the postdoctoral scholars access to appropriate research facilities, office space, equipment and communications, and additional funding for the payment of health insurance and benefits not covered by CONACYT. Applications that include several sources of support apart from UC MEXUS-CONACYT are particularly encouraged.

Conditions of Award of Fellowship
UC MEXUS-CONACYT postdoctoral researchers are expected to participate in a faculty-directed research project or to advance their own professional training under faculty supervision. The fellow must be affiliated with the host institution during the entire tenure of the fellowship. It is expected that during their tenure, postdoctoral scholars may be requested to participate in seminars, conferences and educational activities organized by UC MEXUS-CONACYT as part of this program.

A copy of each such product must be provided to UC MEXUS as the Office of Record for the UC MEXUS-CONACYT postdoctoral fellowship program.

Submission of Applications
Eligible Mexican or UC postdoctoral candidates must submit their applications using the electronic submission site, which will be open for submission starting November 12, 2007. The items required in a complete application set are listed below. Each of the items must be completed in order to submit the entire application on line. Each applicant is responsible for securing all appropriate approvals and signatures prior to the submission of their application.

In addition, three sets of one complete proposal packet (original plus two copies) with all required items must be submitted to UC MEXUS by March 21, 2008 for the application to be considered complete. (Please note the caution regarding Semana Santa on page E-5 ).

CALL FOR APPLICATIONS
10 POSTDOCTORAL FELLOWSHIPS
FOR THE ACADEMIC YEAR 2008/2009

The Berlin-Brandenburg Academy of Sciences, the Fritz
Thyssen Foundation and the Wissenschaftskolleg zu
Berlin invite scholars to apply for ten post-doctoral
fellowships for the research program

EUROPE IN THE MIDDLE EAST – THE MIDDLE EAST IN EUROPE

This research program seeks to rethink key concepts and
premises that link and divide Europe and the Middle East.
The project draws on the international expertise of scholars
in and outside of Germany and is embedded in university
and extra-university research institutions in Berlin.
‘Europe in the Middle East – The Middle East in Europe’
supports historical-critical philology, rigorous engagement
with the literatures of the Middle East and their histories,
the social history of cities and the study of Middle
Eastern political and philosophical thought (Christian,
Jewish, Muslim, and secular) as central fields of
research not only for area or cultural studies, but also
for European intellectual history and other academic
disciplines. The program explores modernity as a historical
space and conceptual frame. The program puts forward
three programmatic ideas:
1) supporting research that demonstrates the rich and
complex historical legacies and entanglements between
Europe and the Middle East; 2) reexamining genealogical
notions of mythical ‘beginnings’, ‘origins’, and ‘purity’
in relation to culture and society; and 3) rethinking
key concepts of a shared modernity in light of contemporary
cultural, social, and political entanglements that
supersede identity discourses as well as national,
cultural or regional canons and epistemologies that were
established in the nineteenth century.
The program ‘Europe in the Middle East – the Middle East
in Europe’ is funded by the Fritz Thyssen Foundation.
It supports and builds upon the following interconnected
research fields:

CITIES COMPARED: COSMOPOLITANISM IN THE MEDITERRANEAN
AND ADJACENT REGIONS
This research group is directed by Ulrike Freitag and
Nora Lafi, both of the Centre for Modern Oriental Studies,
Berlin. It contributes to the debate on cosmopolitanism
and civil society from the historical experience of
conviviality and socio-cultural, ethnic, and religious
differences in the cities around the Mediterranean;

ISLAMIC DISCOURSE CONTESTED: MIDDLE EASTERN AND EUROPEAN
PERSPECTIVES
This research group is directed by Gudrun Kraemer,
Institute for Islamic Studies, Freie Universitaet Berlin.
It analyzes modern Middle Eastern thought and discourses
in the framework of theories of multiple or reflexive
modernities;

PERSPECTIVES ON THE QUR’AN: NEGOTIATING DIFFERENT VIEWS
OF A SHARED HISTORY
This research group is directed by Angelika Neuwirth,
Seminar for Arabic Studies, Freie Universitaet Berlin,
and Stefan Wild, Universitaet Bonn. It situates the
foundational text of Islam within the religious landscape
of late antiquity and combines a historicization of its
genesis with an analysis of its reception and perception
in Europe and the Middle East;

TRAVELLING TRADITIONS: COMPARATIVE PERSPECTIVES ON NEAR
EASTERN LITERATURES
This research group is directed by Friederike Pannewick,
Centrum fuer Nah- und Mitteloststudien, Philipps-Universitaet
Marburg, and Samah Selim, IREMAM, Aix-en-Provence. It
reassesses literary entanglements and processes of canonization
between Europe and the Middle East.

TRADITION AND THE CRITIQUE OF MODERNITY: SECULARISM,
FUNDAMENTALISM AND RELIGION FROM MIDDLE EASTERN PERSPECTIVES
Is a special forum, directed by Amnon Raz-Krakotzkin,
Ben Gurion University that attempts to rethink key concepts
of modernity like secularity, tradition, or religion in the
context of the experiences, interpretations, and critiques
of Jews, Arabs, and Muslims in the Middle East and in Europe.

PREREQUISITES AND APPLICATION PROCEDURE

The fellowships are intended above all for scholars of history,
literature, philology, political philosophy, religion and
sociology from the Middle East who want to carry out their
research projects in connection with the Berlin program.
Fellows gain the opportunity to pursue research projects
of their choice within the framework of one of the above-
mentioned research fields and in relation to the program
‘Europe in the Middle East – the Middle East in Europe’.
In Berlin, they will be integrated into a university or non-
university research institute. The working language of the
research program is English.

Fellows will receive a monthly stipend of 1.800 EUR (supplement
for accompanying spouses: 250 EUR) and are obliged to work in
Berlin and to help shape the seminars and working discussions
related to their research field.
As a rule, the fellowships begin on 1 October 2008 and end
on 31 July 2009. The applicant’s doctorate should have been
completed no earlier than 2000.

An application should be made in explicit relation to one of
the research fields and consist of

– a curriculum vitae,
– a 2 to 4 page project sketch,
– a sample of scholarly work (maximum 20 pages from an article,
conference paper, or dissertation chapter),
– and a letter of recommendation by one university instructor.

The application should be submitted in paper form, by fax or
by E-mail in English and should be received by 31 January 2008,
sent in to:

Europe in the Middle East – the Middle East in Europe
c/o Wissenschaftskolleg zu Berlin
Attn: Georges Khalil
Wallotstrasse 19, 14193 Berlin
Fax +49 30 – 89 00 12 00
E-mail: khalil@wiko-berlin.de.
